Layer 2: A fleece or sweater to provide warmth and transfer moisture outward.
Layer 3: A jacket to protect against the elements (rain, snow, and wind). 
To eliminate moisture, the whole outfit must be breathable.

How to dress properly for cold weather hiking

Resistance to wear and abrasion test: Lab tests confirm that fleeces do not pill. Colourfastness test: Ensures the colours do not bleed. Aging test: Verifies that repeated washing does not alter the fabric’s properties, performance, thickness, or appearance.
